This vintage carded figure is from 1994. The Shogun Ninja Raph from Teenage Mutant Ninja Turtles is TMNT action figure who has a "dangerous Dragon Dude Spirit".
Noted on the back of the card: "The myth of the dragon lies not in mystery, but just beyond the edge of light. A silent and shiny place where the spirit of the dragon is shaped and formed into the special metallized armor that protects Shogun Raph."
